New Recruitment Principles to replace the Commissioners’ Recruitment Code



From 1 April 2009 the Commissioners’ Recruitment Code will be replaced by the new Recruitment Principles.


The Recruitment Principles reflect the continuing evolution of the Commissioners’ role as guardians of the principle of recruitment on merit on the basis of fair and open competition. The Recruitment Principles are high level, focussed and accessible. They make it clear that it is for departments and agencies that employ civil servants to devise and apply recruitment processes that best meet their business needs. Departments and agencies must operate in accordance with the Recruitment Principles and must test their own practices against them.


The Commissioners have issued a Question and Answer Briefing Paper to answer some of the most frequent questions concerning the transition from the Recruitment Code to the Recruitment Principles.


The Civil Service Order in Council has been amended to bring this change into effect
