The First Civil Service Commissioner, Janet Paraskeva, has written on ‘150 years of Fairness’ in civil service recruitment for the second issue of The HR and Training Journal.
Janet’s article looks at the origins of the core principle of recruitment on merit through fair and open competition. She asks whether a principle that was formulated under Gladstone means the same under Brown.
Janet concludes that though our understanding of merit, openness and fairness may have changed over the years, the principle is as important now as it was when originally formulated. It underpins an efficient civil service that helps successive governments, of whatever political persuasion, develop and deliver policies and services to meet the needs of the people of this country.
