This is a guide for departments and agencies who are running the most senior open competitions - jobs which are open to internal and external applicants - which require the approval of the Civil Service Commissioners.
This guidance should be read alongside the Civil Service Commissioners' Recruitment Code which explains and interprets the Civil Service Order in Council 1995, setting out the recruitment principles, how they should be applied, and the circumstances in which exceptions to the recruitment principles may be permitted. All appointments to the Civil Service, including to senior posts, must be made in accordance with the Recruitment Code.
