The Recruitment Code explains what the fundamental principle of selection for appointment on merit on the basis of fair and open competition means. It also outlines exemptions and exceptions to this principle.
It sets out what responsibilities departments and agencies have in meeting the principle, for example the extent to which Ministers may be involved in the selection process.
The Code also contains guidance on how the recruitment principle can be applied in different circumstances. Departments and agencies may develop their own approaches as long as they meet the recruitment principle.
The Code is concerned only with the requirements of the Orders in Council. It is not a guide to everything required to carry out recruitment such as pre-appointment checks on nationality, health or qualifications, or the implications of employment law. It is for departments and agencies to handle the recruitment and subsequent employment of staff in a way that complies both with this Code and with employment law.
